Can sombody tell me what is a legal hpa tank and whats not? Im kinda confused :?

Legal Air Systems are:

Luxfer P-11F 68ci 4500psi Labbed (LAB2046) and Hydrostatically tested.
SGI 91ci 4500psi Labbed (LAB2089) and Hydrostatically tested.
and apparently another 68ci bottle was legal. No idea...
